This desk tool is named the Bandarette and was produced in the 1960’s by the Block & Anderson Company from England. It is a combined water container with roller on one side and dampener on the other. All you needed to attach piece of  gummed paper tap and gum based stamps to a document, suitcases and so on. The capped dampener would be wetted with water from the reservoir. The container has a cap and a glass to see how much water is left inside. It is in pretty good condition and has not seem much work. It measures about 19cm or  7 ¾ inches in total length.
